eCommerce retailers dispatching packaged goods – whether in mailing bags, cardboard boxes or other – directly to consumers within the EU and Ireland must evaluate their exposure to these new PPWR mandates and local EPR laws.

A UK-based retailer shipping products directly to consumers in Europe may now be legally classified as a “producer” in those markets. And crucially, packaging obligations are enforced at the individual member state level which means your business may face distinct registration and reporting protocols for every EU country you serve.

• Identify Destination Markets. Map every EU Member State where your packaged shipments are delivered.
• Evaluate EPR Liability. Determine who holds the legal packaging “producer” status for each destination and check if you are required to register with a local Producer Responsibility Organisation (PRO).
• Audit Packaging Efficiency. Critically assess your packaging materials – volume, weight, and recyclability – with a specific focus on eliminating unnecessary void space.
• Centralise Packaging Data. Begin archiving detailed specifications, including material types, dimensions, weights, supplier records and destination metrics.
• Future-Proof Your Supply Chain. Anticipate the phased introduction of stricter rules governing recycled content percentages, recyclability standards, labelling and empty-space limits over the coming years.

Critical compliance timeline

• 12 August 2026: The core provisions of the PPWR officially take general application.
• 12 February 2028: The European Commission’s methods for calculating empty space is due, enforcing new minimisation standards on sales packaging.
• 12 August 2028: Rollout of harmonised packaging labelling mandates, where applicable.
• 1 January 2030: Enforcement of advanced sustainability targets, including a strict 50% cap on empty-space ratios. This will include new packaging-format restrictions and minimum recycled content rules for certain plastics.
