The New EU Customs fee: An additional two Euro handling charge is on the way
If you sell cross-border into the European Union, adapting to regulatory changes has become a regular part of doing business. As part of the broader EU Customs Reform, the Council of the European Union has approved a new Union Customs Code.
Set to take effect on 1 November 2026, this code introduces a new fixed handling fee on imports from outside the EU. Coming right before the peak shipping season, it’s vital that brands understand how this impacts their bottom line.
Wait, didn’t the rules just change?
Yes. On 1 July 2026, the EU abolished the €150 duty-free exemption, replacing it with a flat €3.00 customs duty charged per item type (tariff sub-heading) within a parcel.
The most common question we are hearing right now is:
Does the new handling fee replace the €3 duty?
The answer is no. The upcoming handling fee (originally proposed at €2.00, pending final approval) is designed to cover administrative customs processing costs. It will be stacked on top of the existing €3.00 duty.
To understand the impact on your customers’ landed cost, let’s look at a practical example. Imagine an EU customer orders a €45.00 parcel containing two different types of apparel (e.g., a wool sweater and a silk shirt):
- Goods Value: €45.00
- Customs Duty: €6.00 (€3 for the wool item + €3 for the silk item)
- New Handling Fee: €2.00* (The expected flat processing fee)
- Import VAT: Applied to the total of the goods value + customs duty + handling fee. (Note: Final rules on whether the handling fee is charged per parcel or per declaration line are still pending).
