The OCS Export Academy – Global eCommerce Compliance: The 1 November EU Deadline is Here
The global regulatory landscape for eCommerce is shifting rapidly, and the window for preparation is closing.
In this week’s update from the OCS Export Academy, we look at the critical customs changes impacting international shippers. Most notably, we examine the imminent European Union regulatory deadline that requires immediate action from all retailers and logistics teams.
Here is what you need to know to keep your cross-border supply chain moving:
European Union: The Grace Period is Over
The most urgent development for international sellers is the European Commission’s mandatory implementation of new customs requirements. This will take effect imminently, on 1 November 2026.
The voluntary grace period definitively ends on 31 October. From 1 November, distance-sale imports with an intrinsic value not exceeding €150 must meet two critical criteria:
- Mandatory Product Identifiers (PIDs). Valid PIDs must be transmitted at the product-item level. Incorrect, generic, or missing identifiers are expected to lead to immediate shipment rejections, queries, or significant clearance delays at the border.
- €2 Union Handling Fee. A fixed €2 per item Union handling fee will apply to relevant distance-sale imports (applied per consolidated HS Code, per parcel).
Required Actions for EU ShippersÂ
If you are shipping into the EU, you MUST ensure your data transmission systems are immediately updated to capture and pass specific PIDs. Retailers must stop relying on generic identifiers and ensure complete data accuracy to avoid rejected consignments.
United States: Entry Type 13 Extension
For the US market, there is a brief reprieve. US Customs and Border Protection (CBP) has announced a 90-day extension for the mandatory implementation of the new electronic informal-entry process (Entry Type 13) for international mail.
The deadline has shifted from 22 October 2026 to 20 January 2027.
This means that whilst the immediate implementation risk is reduced, the underlying reform remains entirely unchanged. CBP continues to encourage filers to use this extension for active testing. Shippers should maintain strict identification of products subject to FDA, CPSC, or other Partner Government Agency controls and use this window to ensure their systems are fully integrated ahead of the January deadline.
Rest of World
During this review period, no material new eCommerce parcel requirements were identified from the UK (HMRC), Australian Border Force, or the Canada Border Services Agency. Existing controls regarding GST/HST, origin, valuation, and restricted goods remains in place.
