Key EU Trade Changes Since 2021
- 2021 (Origin & VAT). Zero tariffs apply strictly to UK-originating goods, hitting re-exports with full duties. The €22 VAT exemption was removed, making VAT payable on all imports via the Import One-Stop Shop (IOSS).
- 2023–2024 (Safety Data). Import Control System 2 (ICS2) introduced mandatory advance electronic data, requiring precise 6-digit HS codes and detailed product descriptions.
- 2026 (Compliance & Traceability). The Packaging and Packaging Waste Regulation (PPWR) limits PFAS ‘forever chemicals’ in food packaging with strict proof of compliance (August). Later, mandatory Product Identifiers (SKU/GTIN) apply to all sub-€150 B2C parcels to prevent border rejections (November).
Looking Ahead: The Next 24 Months
The European Commission is executing its largest customs overhaul since 1992. Retailers must prepare for these key regulatory shifts:
- 2027–2028 (EPR & Packaging Overhaul). UK retailers acting as ‘producers’ must register in national Extended Producer Responsibility (EPR) databases across every EU target market. By February 2028, strict ’empty space ratio’ rules will curb excessive void fill in eCommerce parcels, followed by harmonised EU disposal labelling in August 2028.
- 1 March 2028 (Abolition of €150 Duty De Minimis). The duty exemption for goods valued at €150 or less will be permanently abolished. Duty will apply from the first cent on every parcel. To handle the volume, the EU is collapsing thousands of duty rates into a simplified 4-tier eCommerce system.
- 1 March 2028 (Marketplaces as ‘Deemed Importers’). Online platforms will become the deemed importer, taking on full legal liability to collect and remit EU VAT and customs duties at checkout.
- 2028 (EU Customs Data Hub). A single centralised portal will begin replacing 27 national systems, starting mandatorily with eCommerce. Retailers must stream real-time PID, HS code, and safety data directly to this central engine.
